My first guess is that you are fascist and had Total Mobilization economy - that would be 10% factory capacity on consumer goods. If you only have say 20 owned civilian factories but have 500 combined military factories and dockyards you won't be able to meet your consumer goods demand unless you have practically 0% consumer goods. Total percent of factories needed for consumer goods is a percentage of your total factory count, which includes your military factories and dockyards, so every MIC and NIC you build adds a little bit to the number of required CIC for consumer goods. It can also be lowered by some ministers (Financial Expert?), decisions (War Bonds), and some national spirits gained from foci. This can be done by a better economic law (Total Mobilization is the best with only 10% consumer goods, but if you are at peace you won't be able to take it).

Either switch to a trade law that lets you trade away fewer of your own resources and lowers the need for imports, or improve your excavation technology so you don't need to import so much.
